“Plan A” is commonly used to denote a current strategy; “Plan B” is commonly used to denote a backup or alternative strategy in case Plan A does not work.
Plan A
For the United States (US), Plan A has been a form of imperialism ever since the Spanish-American War. At that time there was an Anti-Imperialist League in the US (1898), but it was not successful. Imperialism was politically correct for many years, but after WWII, both imperialism and colonies became less fashionable. Eventually, the political scientists and authors in journals of international relations began using the word “hegemony” as a replacement. More general references to US Plan A used the terms “liberal democracy” and “ international rules-based order.” Critics often used the term “American Empire” to annoy the Establishment. One goal of Plan A in recent years has been regime change in Russia to bring about a government similar to the one under Yeltsin.
The Ukraine War had a long gestation period as part of the US Plan A, with an “Orange Revolution” in 2004 and alternating regime changes between those leaning toward the US and those leaning toward Russia. The Ukraine government prior to 2014 had chosen a more beneficial economic package from the East (China & Russia) over the offering from the West (US & EU). China wanted access to the vast grain production regions in Ukraine and Russia wanted to continue historic business and trade relations. After the 2014 regime change, Ukraine dropped the agreement with the East and turned to the West. The grain fields were switched from China to US financial interests. Many factories in Ukraine that had been part of the Russian supply chain lost their business and were no longer viable.
The 2022 grain deal by Ukraine, Russia, Turkey and the UN illustrates the complex situation. The deal was sold to the UN on the basis that Ukrainian grain was needed to prevent starvation in the poor counties of the world. However, most of the grain went to China and NATO countries. The poor countries got less than three percent. And most of the money proceeds from the sale of the grain reportedly went to a large US financial investor in Ukrainian farmland. Furthermore, the West did not live up to its end of the bargain—refusing to implement the part of the deal that would have lifted some sanctions so that Russia could export fertilizer. Once again, the West proved to be “not agreement-capable” from the Russian viewpoint. Russian cancellation of the grain deal managed to annoy both China and NATO countries. However, Russia said it would provide replacement grain to the poor countries free of charge. Following the Ukrainian July 2023 attack on the Kerch Bridge, Russia basically blocked the Ukrainian ports, told all ships to stay clear, and bombed the port facilities. The damage is apparently severe and will obstruct grain exports for some time.
Despite US efforts, the Ukraine War is not following the original script for Plan A. The Ukraine army is not making headway against the Russian defenses and is losing large numbers of soldiers and weapons. The US failed to make allowances for the need to have an extensive factory backup to produce very large amounts of weapons and ammunition. The West is unable to produce enough replacement weapons or ammunition. Plan A failed to adequately consider the requirements of industrial warfare. The NATO meeting in Vilnius was a disaster from the standpoint of Ukraine. NATO basically told Ukraine that it could not join NATO until after Ukraine won the war, and that Ukraine needed to win soon because the NATO funding and support for the war will likely run out at the end of 2023. This essentially means that Ukraine will lose the war and not join NATO. An explanation of the US hesitancy in sending more advanced weapon support to Ukraine can be found in the Biden & Co. announcements that the US does not want a war with Russia. However, another reason is that the US does not want its more advanced weapons to be blown up or captured by Russia.
US Plan A contained a second component in addition to that of industrial warfare, which could generally be called financial warfare. This entailed the well-known sanctions efforts against Russia, trying to prevent Russia from using the US credit card systems, the SWIFT money transfer system, and other such financial systems. The US & EU also prevented Russian commercial plane flights to Europe and America, prevented export of critical materials and technology to Russia, harassed Russian businesses, and tried to confiscate some $300 billion of Russian assets.
Unfortunately for the US, neither the industrial nor the financial warfare has had the desired or expected impact. The US is losing its proxy war in Ukraine, the US weapons appear to be inferior compared to the Russian ones, and the US factories cannot cope with industrial warfare. Videos show the Western weapons burning up—which does not help sales of US & EU weapons to the Global South. As for financial warfare, Russia has developed alternative systems to replace the Western ones, and conducted a massive import substitution program. Contrary to expectations, the sanctions have had perverse impacts and actually benefited Russia. The Global South is becoming leery of holding assets in the West, or being too dependent on Western imports or systems. There is a world-wide movement toward de-dollarization. It looks like the US Plan A is now failing on both the industrial and financial warfare fronts.
Plan B
There is little evidence that the US had a Plan B. There should have been a sophisticated analysis of potential blow-backs, side-effects, boomerangs, and possible outright failures of Plan A. Something similar to an Environmental Impact Statement should have been prepared. A “Conflict Impact Statement” would have analyzed alternatives to the proposed action, as well as the potential side-effects of each alternative. It is unclear whether anything like this was produced. However, it is unlikely that many American politicians, steeped in exceptionalism and hubris, would have considered a backup plan necessary or desirable.
Nevertheless, as the looming failure of Plan A in Ukraine becomes more visible, some tentative alternative arrangements are surfacing. One such proposal is to give Ukraine some sort of security guarantee similar to the implicit one provided by the US to Israel. This idea is short on details and it is difficult to see how it would apply or be implemented. No NATO country shares a border with Israel, Russia does not share a border either, and Israel is reported to have a good stock of nuclear weapons. Another proposal is to have a cease-fire at the current line of contact, and set up a division of Ukraine as was done in Korea. Again, it is difficult to see this working in practice, for Russia would still have a NATO proxy on its border and still have neo-Nazis and a Ukrainian army next door. It would be doubtful if Russia would agree to something so far removed from its proposed European Security Architecture. A third possibility mentioned is for Polish and Baltic State troops to actually enter the battle in Ukraine to offset the loss of Ukrainian troops. Poland would essentially occupy the western part of Ukraine and the war would end in a stalemate. Russia has already told the Poles to not even think about it. A fourth proposal is simply to continue the “narrative” that Ukraine is winning the war and at the same time to negotiate secretly with Russia to end the fighting. This is a version of “declare victory and go home.” Obviously, this would be very difficult to carry out.
In any event, these are limited proposals and do not deal with the overarching US vs. Russia contest. With the benefit of hindsight, Plan A should have included provisions for re-shoring factories capable of carrying out industrial warfare and for research and development of hypersonic weapons. A belated effort now to address the problems is probably too little and too late. As for financial warfare, scholars had previously pointed out that sanctions seldom brought about regime changes and mostly hurt the common people. Sanctions hasten the development of domestic replacement of the sanctioned items. The lack of factories in the US and the lack of hypersonic weapons in the US should have been readily apparent in 2018 when Russia announced its new stock of “wonder weapons.” Instead, there was initially a current of disbelief in the US that Russia was capable of such a game-changing move. However, by December 2021, when Russia issued its Non-Ultimatum on Ukraine, the US had admitted that it was way behind in the arms race and was instituting a crash program to obtain hypersonics. So between 2018 and 2021, the evidence was mounting that Plan A rested on very shaky ground. The National Security Council (NSC), Defense Intelligence Agency (DIA), and Central Intelligence Agency (CIA) should have been warning high US officials of these facts. Whether this was done is an open question. Perhaps the analysts tried, but middle management did not want to be the bearer of bad news. Alternatively, officials at the very top were briefed, but decided to ignore the warnings. Whatever the case, the US went ahead with Plan A and now finds itself in a generalized fiasco.
A British general, Bernard Montgomery said: “Rule 1, on page 1 of the book of war, is: Do not march on Moscow.” Napoleon tried it, Hitler tried it, and now Biden & Co. has tried it. The Russians ended up in Paris, the Russians ended up in Berlin, but the Americans still have time for taking an off-ramp. The Americans should be ruing the day that they did not take advantage of the Russian Not-Ultimatum of December 2021. The reason is that the US still had time at that point to save at least part of its financial hegemony in the world and to jettison some baggage that was no longer useful.
Plan B—What Might Have Been Done
Going back to the period 2018-2021, a US effort to compete in industrial warfare would have required a long time to bear fruit, and an attempt to catch up in the arms race was likewise dubious. However, the US was still in a position to engage in a “stealth” financial warfare competition, but this would have required following a set of nearly opposite or reverse policies. The key was to support the world-wide use of the US dollar by providing incentives, rather than the disincentives that were actually imposed. The US dollar was the number one world transaction currency, the number one central bank reserve money, and the US financial systems were number one in the world. The trillions of US dollars held outside the US amounted to “free” money for the US and every effort should have been made to encourage other countries to hold and use US dollars. Unfortunately, the US resorted to bullying and sanctioning other countries, which did exactly the opposite. The US actions promoted de-dollarization. The US passed up an opportunity to deal with its competitors by “killing them with kindness.”
A crucial factor in financial hegemony is the role of the US dollar in world trade and central bank reserves. The currency is used to grease the wheels of commerce throughout the world, and the US dollar is the standard for listing prices and publishing economic statistics. When the US went off gold during the Nixon Administration, officials were prescient enough to arrange support for the dollar through Saudi Arabian oil. Saudi oil was to be sold only in US dollars, thus the tag “Petrodollar.” Unfortunately, later US administrations undertook activities that undercut the prime role of the dollar. Plan B should have involved extensive and sophisticated efforts to support the use of the dollar, with the understanding that excessive reliance on Saudi oil was not a viable long-term proposition. Support could have taken the form of encouraging all countries and enterprises to use the SWIFT money transfer system. SWIFT should have been turned into a truly international operation with a board of directors having a fair representation from around the world. The US should have given up control and allowed a truly neutral management to take over. The same procedure should have been applied to credit card systems and other financial mechanisms to encourage the continued flow of dollars throughout all countries. Instead, the US used sanctions to weaponize both SWIFT and credit card processing, with the result being the development and use of competing systems that do not need the US dollar to function.
In addition, the West never should have tried to confiscate Russian assets abroad, including the supposed $300 billion of Russian monetary reserves. Seizing the yachts of Russian owners was a juvenile publicity effort similar to the “Freedom Fries” silliness during the Iraq War. These and other such actions only served to undercut the reputation of the US concerning respect for property rights of foreigners.
Another area that Plan B should have covered is the storage of gold. Over the years, many governments and banks sent their gold to the US during wartime for safekeeping. Some of this gold was stored in the legendary Fort Knox, along with US gold holdings. This function called for the utmost in honesty and transparency. The US should have advertised itself as the “Safe Deposit Box for the World,” and then lived up to the marketing hype. Any gold on deposit should have been returned at once on demand to the foreign owner, with the correct serial number on the bars and with careful checking that no gold had been miraculously turned into tungsten while on deposit. In addition, the Safe Deposit Box should have been open to realistic audits by international experts in order to quell any unfortunate rumors. The US dollar is supposed to be backed by the full faith and credit of the US Government, but if serious doubts are raised about the probity of US gold safekeeping, then that faith and credit will also be called into question. Plan B should have also covered the issue of dealing with a foreign nation’s gold in the event of war or revolution which involved the US. The rumors of missing gold in Iraq and Libya are examples of a seeming lack of proper procedures.
These ideas merely scratch the surface of potential measures to support the dollar. Other obvious ideas concern the national debt, the federal budget, inflation, and an examination of the histories of empires. A Conflict Impact Report would have analyzed all these and other alternatives and methods in detail so that an informed decision could be made.
Conclusion
As early as 2018, informed observers could tell that the US Establishment strategy for dealing withRussia (Plan A) was unlikely to succeed. The reasons were: 1) The US lacked the factories necessary for an industrial war, 2) The US lacked advanced weapons to counter Russia’s hypersonics, and 3) The US reliance on sanctions would prove counterproductive. At that point, the US should have gone to a backup or alternative strategy (Plan B), but no such plan seemed to be available.
There was a potential, but unwritten, alternative strategy: To support the US dollar by adding additional measures to compliment the earlier Petrodollar scheme, and to eliminate measures that weakened use of the dollar. Unfortunately for the US Establishment, the US went ahead with Plan A, with the result that it not only failed to sink Russia, but also mostly ruined any chance for a realistic Plan B. As it stands now, the US is facing another military debacle in Ukraine, a resurgent Russia, a collapsing US domestic environment, and a Global East and South leaving the West behind. To make matters worse, one might say that there is no alternative being considered publicly that might work.

I have been asked about our computer forecast regarding civil unrest that would turn upward from 2014, become critical in 2023, and escalate into 2032. There is the economic breakdown that is being deliberately created by those in the Biden Administration under the misguided vision of Climate Change and how they must end fossil fuels ASAP. The convenient announcement of suddenly the impossible, cold fusion, is highly dubious and even if true, it would be decades away. Nevertheless, it is already being touted as See! Let’s end fossil fuels now! We have an alternative.
But the other factor is the division of society into groups. The teaching of Critical Race Theory is being pushed because of White Supremacy and the solution is to demonize white children in schools. This is just as bad as judging someone inferior simply because they are not white.
This division has come into play hidden behind the headlines. Suddenly, Critical Race Theory surfaced in 2022 and this is the 8.6-year interval from 2014. The next really bad period will be 2032 and from 2023 into that period, we are looking at society coming unglued. We will see our nation divide as will be the case in Europe – the EU will crumble to dust. There will be a great financial upheaval going into 2028.////

There have been many experts in CGI and holographic technology who present compelling arguments that was in fact the case with regard to 9/11.
The films of the planes flying into the sides of the twin towers defy the laws of physics.
For those who have closely watched and studied the films that the MSM channels broadcast on 9/11 it is clearly obvious that what was presented on TV screens in America and around the world depicting what happened cannot possibly have happened as it defies basis physics.
Planes of that size, weight and volume flying at those speeds slicing through the walls of the Twin Towers like a knife through butter is pure fiction – nonsense.
Had planes like that actually been flown into those walls that were built with such super strong steel beams they would have smashed up to pieces as they hit the wall with lots of plane pieces breaking off and falling to the ground with other parts having gouged through the respective walls.
But the planes did not break up on impact and no plane parts could be seen falling from site of initial impact to the ground.
Ludicrously the only item found on the ground afterwards was the passport of one of the alleged hijackers which passport was in pristine condition – what are the chances??

It’s far better for the rest of the world that the US becomes much reduced in power and influence, so that it stops throwing its weight around outside its own borders. To whom does the US owe $?
The US dollar, now called a Federal Reserve Note, is effectively an IOU. It appears as a debit on the nation’s balance sheet. In circular logic it is only redeemable in US Treasury bonds that, themselves, are only redeemable in US dollars. But to answer your question, the US is a debtor to anyone who holds dollars.
US Govt is on hook to pay China, Japan and many other nations central banks trillions in U.S. T Bills and Treasuries (plus accruing interest) when they come due, assuming U.S. Govt intends to honor those commitments. Of course U.S. Govt could default, but if they did then that is the sure final end of the US petrodollar that would ensure full and final total collapse of the American nightmare that they have managed to pass off as ‘The American Dream’.
However it is the American taxpayers who are on the hook for all the principal plus accruing interest that U.S. Government owes to the Fed for funding all its boondoggles and paying all the salaries to the gender-bending parasites in government and all its bureaucrats. Add to that all the respective state impositions.
The mega-wealthy American billionaires and multimillionaires pay less tax per person than the U.S. worker on average minimum slave-wage pays (remember Warren Buffetts boast that he pays less tax than his secretary). That’s why the billionaires and corporations support open borders and the herds of illegal immigrants who will work twice as long for half as much.
Inflation / hyperinflation is the only way out. Stealth wealth transfer / theft and obliteration of all those American-born worker-slaves, those ‘believers’ in ‘the land of the free and home of the brave’. Then the hopeless, broken and destitute turn to fentanyl that that the illegal immigrants are flooding across the open borders.

And who exactly from the (defeated) White Guard came back to power in 1999? In Russia itself, they’re called ‘White Russians’ by the population to identify the privileged class that left during the revolution, and no longer pejoratively. It has nothing to do with western definitions of white, colored, black, asian, hispanic etc. etc.
The federal debt is the biggest scam going. The so-called “debt” is just one side of a balance sheet – the other side (surplus) is money in circulation. A balance sheet is the basis of economics and accounting yet nobody ever talks about that. “Pay off” the debt and there would be no economy at all.

The real problem here is that the creation of money – indeed management of the entire economy – has been outsourced to private banks. Inflation – too much money in circulation – is not controlled with interest rates (which just benefit banks), it is controlled with taxation that removes money from circulation.

I have the utmost respect for Marty however I cannot understand his position that the dollar is going to get stronger and even more in demand. It defies his own reasoning in other areas.
His reasoning is that everyone wants the dollar because they want to sell to the American consumer. His example is the Japanese pricing their cars in dollars in the 60’s. But in the 60’s America had wealth.
Today all Americans have is debt and they are broker than even the government is.
The other point is dollars don’t enable you to sell to Americans thet enable you to buy from Americans. What does America have left to sell other than debt?

Great piece Larry. I am a 40 year small investor who has followed economics somewhat closely. Many people do not seem to be concerned with economic fundamentals anymore. The stock market is suspect. The US has issued trillions (some estimate hundreds of trillions) in bond debt being held by other countries. America’s sovereign debt is completely unmanageable. It can NEVER be paid back.
You mention gold. It’s noteworthy to observe that the US has never had an audit of the gold it ‘allegedly’ holds at Fort Knox in storage! China, Russia, India and others have accumulated hundreds of tons of gold. The BRICS nations are mounting a challenge, or an alternative to the dollar, by creating a gold backed monetary system for trade. As Col. Macgregor so eloquently put it, “Gold is to fiat currency as garlic is to a vampire”.
This war in Ukraine holds added danger for the US if the rest of the world smells weakness and failure while perceiving Russia to be stronger militarily. Yes it was. I pointed it out to the many who inquired. It was very easy to see. On the income statement, their revenues grew smartly while their margins collapsed, while the debt burden to finance the revenue growth exploded. (Not a winning strategy–at the margin they were losing money.) In the notes to the financial statements, all the “off balance sheet” financial arrangements were disclosed and reported. All filed with the SEC.
But media and many investors “bought” Enron’s story. Herd instinct is what took them off a cliff.

For the US, plan B is sort of more of plan A, but maybe elsewhere, and blame everybody else for losing. Remember Jan, 2021 when sleepy Joe said “the buck stops here”? Ever since it has been a litany of excuses and blaming others. Just this week the credit downgrade, as with most things, was Trump’s fault.
I suppose plan B then boils down to blame everybody else. Not much of a plan, but the MSM will pick it up and run with it. Meanwhile the credit downgrade has started a whole other set of wheels in motion as the nation careens towards bankruptcy.
You can’t taper a Ponzi scheme without collapsing it, so either we go hyperinflation and collapse, or we just collapse as the world turns away from the dollar. Even a small move in trade away from the dollar pushes rates up as markets don’t want Treasuries, and it’ll get a life of its own soon as the Fed has lost control and doesn’t know it yet. Not printing more cash will slow it down for a while, but not stop it, and printing will just hit the gas on the move away from the dollar.

As if the things above weren’t enough, the US and EU have, in parallel, been attempting to curb China’s ability to access high tech machinery for the manufacture of high end microchips and in doing so, have unleashed a chain of events and convulsions on the market and all the industries associated with it, that is causing the hemorrhaging of tens, if not hundreds of billions of dollars in profit by US companies.

I have read a lot of articles by Yves Smith and others and it seems clear the dollar usage will decline some but because of technological, legal, and structural issues it will take a very long time if ever to replace it. Perfect example is India already backing away from Brics expansion and currency. Getting everyone to agree outside of the US will be almost impossible. Surely the EU is done but that actually helps the US. The war has been over for a while and just hope it ends soon to save the lives of all the young people losing their lives over nothing. Free money indeed ! In 2002 or early 2003, the Financial Times had a very enlightening article. The much-discussed “US trade deficit” was bogus because the Deficit did not include US overseas profits. The FT said the US Treasury borrowed money from foreigners at a measly 3%, while American was getting as much as 12% overall on its foreign investments. So 9% a year on zillions of dollars is a lot of money. The dismal deficit picture was the opposite of reality, and journalists should have known the deficit was fake. Warren Buffet famously lost $3 billion betting against the dollar in 2003. It says a lot, that he and his team must not have read that news item first.
Dr. Michael Hudson’s book, “Super-Imperialism” is a must-read for understanding what’s going on. Published in 1973, it’s more relevant now than ever. It’s mostly free of jargon, but there’s a lot to digest so it’s not a quick read, nor is it short. A quick dip into Google will give you Dr. Hudson’s writings up to today. Another dig at Wikipedia here: Wiki says Super-Imperialism “is a Marxist term.” You don’t need Marxism for the term to have relevance and context.
VERY Interesting. That money, earned overseas, if repatriated to the USA though, would then have been Taxed at some rate. I seem to recall a “tax amnesty” of sorts to get that money to come back to the US. So until then that money always stayed overseas to protect that wealth from rapacious US taxes. So, if left overseas it could Not be applied against a “US” trade deficit. If it could be, the “deficit” would have to be actually lower than is stated. If that money ended up in the EuroDollar system, it could be used to add profits for overseas holders of those Dollars which could be used to buy US Treasuries that the EuroDollar system uses as collateral for overseas dollar denominated loans. That would also help the US Treasury by soaking up chunks of its Bill & Bond issuance under the radar. Somehow what you wrote is starting to make sense on a number of levels I had not considered. Perhaps even putting collateral into the US Repo Market. I’m just musing but How far off base am I?
The demise of the post WWII US-run global order began on the exact day when America lost the former Reza Shah Pahlavi of Iran in 1979. 2. Feeling of ever-lasting impunity for one’s own illegal actions that violate International Laws,
3. Hubris about indispensability of one’s own hegemonic system,
4. Feeling of superiority and hence condescending attitude to every one else ,
5. Confidence in cajoling and/or threatening other nations to follow our hegemonic dictates
can do to a hegemon.
At the end of WWII, the only nation intact financially with no damage to its infrastructure and institutions was the USA, thanks to two vast oceans protecting us from inevitable and calamitous destruction. Our economy was almost 50% of the global economy. Europe, Russia, Japan, China were in ruins and in no way able to compete either militarily (we had the bomb and no one else did) and economically (our industry and infrastructure was intact). We also began to believe that it was US that defeated the Nazis, although it was USSR that did, albeit with unbelievable suffering (27+ million dead and everything west of Urals destroyed). Even if we had not joined the conflict, USSR would have won anyway.
Instead of working toward a just post-WWII world, we decided to become a brutal hegemon, dictating terms to every one else. If they complied, we benefited them. If they resisted, we destroyed them through coups, regime changes, invasions etc., aided and abetted by agencies like the CIA and a compliant, hubris-driven Congress (remember Russia is just a gas station with nukes and China will be forever beholden to US!). Until recently, the world had no alternative but to obey.
But times change. Despite EVERY obstacle we threw in its path by vilification and isolation, USSR survived and managed to produce its own bomb, nullifying USA’s military advantage. But it did finally succumb, not because of its innate capabilities, but because of the rotten system imposed on it by the clueless, incompetent Communists. USSR imploded but we thought that it was us and our extraordinary capabilities and actions that brought that on. Again hubris leading to feelings of impunity. Then, instead of helping Russia recover and join the world community as an equal, we exploited Russia’s resources through its oligarchs and tried to turn it into a third world country dominated by us. Russia suffered greatly, but thanks to an excellent, incorruptible leader like Vladimir Putin, it rose up again as a Phoenix.
But we once again, thanks to our ignorance and hubris, failed to recognize that Russia is not just a gas station, but has the necessary capabilities to be once again a great nation that could build weapons superior in some ways to ours. It chose, wisely, to retain its industrial capacity, while we, believing in our ability to dictate to others, outsourced it to countries like China! We did not account for the fact that China may not be our slave forever. We then tried to screw both of them, through unjustified and needless expansion of NATO to Russia’s borders and a needless conflict about Taiwan. We are now reaping the folly of our hubris, and unwise and likely illegal actions. China has acquired the industrial and financial might to challenge our supremacy in the economic and financial spheres, thanks to us, and Russia has the capability to challenge us militarily, no thanks to us. Combined together, thanks to our Taiwan stupidity, they pose a formidable challenge, which we cannot and will not overcome, short of a nuclear WWIII, which will destroy everyone including us. That was not the case shortly after WWII, yet we are incapable of recognizing the reality and adjusting to it.
Our hegemony will end. Global South has an alternative: Russia-China and BRICS+. De-dollarization will succeed. Chinese and Indian economies will overtake us (BRICS already exceeds G7 in GDP adjusted for PPP, and G7 includes US, Japan and EU!). The world will be multipolar! Unless we abandon our hubris, feeling of impunity and desire to rule the world, we will be left behind, like all empires in history, starting with the Roman and ending with the British. We need to work toward a collaborative win-win world, where everyone benefits and thrives, instead of trying to keep imposing a hegemonic “I win, you ALL lose” system on the world. Time to wake up and smell the coffee, or whatever the expression is!!!!
