Less than 24 hours after Secretary of State Blinken genuflected before the Chinese, assuring them that the United States really, really, really is sincere in supporting the One China policy and eschews calling for Taiwan’s independence, Biden opened his yap and called Xi Jinping a dictator. While this garnered applause from the American financial donors, it destroyed Blinken’s credibility with the Chinese and confirmed their worst suspicions about U.S. intentions.
When it comes to the art of diplomacy, saying what you really think or believe is not an acceptable practice. While many Americans believe that China’s Xi is a dictator and are wondering what the fuss is surrounding Biden’s intemperate, off-the-cuff remark, saying this in public stiffens Chinese doubts about U.S. intentions and makes it virtually impossible for the United States to have any kind of productive working relationship with China going forward.
Just a day after Blinken’s weekend visit to China, U.S. President Joe Biden called Chinese President Xi Jinping in a move that has infuriated Beijing and left U.S. officials perplexed. Biden said the comments in front of donors at a California event.
Chinese Foreign Ministry Spokesperson Mao Ning called the comments a “provocation” and “irresponsible.” U.S. officials have privately sought to inform the Chinese that this doesn’t represent a shift in tone or mood since the Blinken visit.

I suspect there were some of Xi Jinping’s foreign policy advisors who warned that receiving Blinken was a mistake and that the U.S. could not be trusted to live up to its promises. Guess what? They are serving up a big load of crow to those in the Chinese Government who advocated for the meeting with Blinken. Those advocates have lost face; big time.
American political leaders, including those in the Biden Administration and Republicans, need to make a choice — cool the bombastic, threatening rhetorical comments or prepare for deteriorating relations with China that will inflict enormous damage on the U.S. economy for the foreseeable future. There is no middle ground.
Many of the so-called American China mavens advocate more deterrence (i.e., more cowbell). CSIS published the results of a China/America war game in January:

In most scenarios, the United States/Taiwan/Japan defeated a conventional amphibious invasion by China and maintained an autonomous Taiwan. However, this defense came at high cost. The United States and its allies lost dozens of ships, hundreds of aircraft, and tens of thousands of service members. Taiwan saw its economy devastated. Further, the high losses damaged the U.S. global position for many years. China also lost heavily, and failure to occupy Taiwan might destabilize Chinese Communist Party rule. Victory is therefore not enough. The United States needs to strengthen deterrence immediately.
The proposal to “strengthen U.S. deterrence”, which is academic jargon for building up U.S. military capability in the Pacific, is a non-starter. The U.S. already is bogged down in Ukraine, has depleted critical weapon supplies and lacks the industrial capability to rapidly replace weapons and build tanks, combat aircraft and ships required, in theory at least, to deter China.
China is likely to become more firm in defining its territorial waters and air space and will make normal commerce with Taiwan more difficult for the United States, but it sees war as a last resort. China has a number of other cards to play. The most important of these is the January 13, 2024 election in Taiwan where the party that wants a closer relationship with the mainland appears to have a chance to win the Presidency. If the Kuomintang prevails then the door is open for a peaceful reconciliation between the mainland and Taiwan. This will be a punch to the gut for the United States and will upend Western plans to foment a rift in the Communist Party.
You can be sure that Western and Chinese intelligence agencies will be actively interfering in this election to secure their respective interests. Hypocrisy alert — don’t be surprised that many of the American politicians who decried alleged Russian interference in the 2016 U.S. Presidential election will be enthusiastic supporters of the U.S. Government and its subsidiary agencies meddling aggressively in the Taiwan election. We can do it to you but don’t do it to us.
If you’re holding your breath in hopes of a peaceful resolution to this conflict you will pass out from lack of oxygen. I fear that the American political dynamics are so toxic and twisted that we are setting ourselves up for an inevitable war with China. I also worry that the Chinese leaders have reached this same conclusion and will ramp up their efforts to work more closely with Russia in building a new world order that will weaken American influence and will bolster its naval, air and hypersonic missile capabilities.

Add to all that, right now today China is in relative terms of manufacturing capacities where America was in comparative terms leading up to WW11. Which means that in event of a hot war between China and US that is waged only with conventional weapons and does not go nuclear, China can ramp weapons production like America did in WW11 and will wipe the floor in any war with America today. Whereas America today simply does not have the manufacturing capacity nor has it the resources to ramp up weapons manufacture that would have any hope of competing against China. And that Chinese weapons manufacturing superior advantage will only widen dramatically with time.
But war there is going to be, and the Chinese and Russians are preparing for it like there is no tomorrow. It seems inconceivable to me that the Neocon crazies will not resort to the nuclear option in event China were to look like whipping them in a conventional war.
There has been a lot of reporting about Putin and Lavrov in their recent speeches indicating their willingness for a negotiated freeze of the Ukraine war which presumes a Korea type settlement with Russia holding on to all the conquered territories. BUT this would be fatally dangerous in the long term for Russia; and I suspect that Putin, Lavrov and others in Russian government know this and are only making such public proclamations for the future historic record showing their willingness to cease hostilities and negotiate a peace settlement.

This two-faced approach seems to be common practice by American officials. Remember when the Blinken team meet the Chinese foreign ministry officials in Alaska early on. One problem is Biden – last year he made a statement, and the very next day when a reporter asked him about it, he denied saying it. We’ve seen this deteriorate (Biden and others) to the point where lying is the norm, and they think nothing of it.
On the Chinese side, well, they have a few thousand years of mostly civilized behaviour. You do not, unless there is no other option, put another in a position where they lose face. That makes you an enemy forever, and maybe your family too. Decorum and leaving room for interpretation.
Here’s an example I watched back in the 90’s, an altercation between a policeman and a citizen. It got tense and loud, arguing, even pushing back and forth. My Chinese friend explained as it developed. The policeman saw a crime, the citizen denied it. Those standing around offered their opinions of what they saw, from their perspective (that’s a key to this). After much discussion, everybody cooled down, the crowd relayed as how they did not see an offense, but noted how, from the policeman’s viewpoint he could have seen an offense. The policeman’s perspective was acknowledged to be correct, but he didn’t see al the details. He let the citizen go, and they shook hands. The citizen told the policeman he could see how the policeman could have thought an offense was committed and thanked him for his diligence. The policeman thanked the bystanders for helping to provide details.
They have figured out how to live quite peacefully despite a high population density. A significant part of this is the way they interact to, as much as possible, not have anyone lose face. And they don’t forget. British, Japanese, Americans have all interfered in China’s business causing them to lose face in the past. Biden just piled on more of the same, demonstrating a complete disrespect for “civilized” behaviour. China has to take Taiwan. If they don’t, after this kind of treatment, they lose face. It’s coming, and it will happen. Biden just shit on Xi’s shoes, and it will not be forgotten.

1) People spent the last year or so lamenting American dishonesty (and the resulting distrust in other governments of America). Now that America is being honest (Biden’s characterization of what he thinks Xi is) – all of a sudden that’s no bueno as well. Make up your mind 😉
2) Some people may have advised Xi not to meet with Blinken but Chinese (like the Russians) need to demonstrate to the non-western world that they are open to negotiations and willing to listen, even if internally they all know what time it is and who is honest and who is not. Putin does the same thing when he says on camera that he is willing to negotiate. He was a year ago (maybe), not anymore, but he has to say it for the benefit of the BRICS and global south and for the benefit of looking morally superior.
3) Never interrupt the enemy when they are losing. America is showing the whole world that it is the blind leading the deaf. Why get in the way of that?

A good summary of present day American foreign policy.
To call Xi a dictator is to deny his political legitimacy as the Chinese leader. At least that is how it sounds to Western ears since we have been conditioned to view our form of democracy as the only legitimate form of government.
To call someone dictator then is to imply that they rule arbitrarily through force, not by authority or according to law. The fact though is that Xi is the lawful leader of his country according to the rules of its representative system.
To take the implication a step further, to imply that such a leader is illegitimate is to make a statement against the legitimacy of the system itself and by extension against the legitimacy of the nation’s government.
Can an “illegitimate” government have legitimate security interests? The USA’s actions with regard to Russia’s concerns and now China’s suggests that it does not think so.
The question then is whether it is possible to have meaningful diplomatic relationships with a country such as the US?
